Peruvian Quinoa Salad with Grilled Skirt Steak

1 tbsp low-sodium soy sauce
2 tsp floor cumin
3/4 tsp salt, divided
1/2 tsp black pepper
1/4 tsp cayenne pepper
1 lb skirt steak, reduce crosswise into 2 items

3/4 cup pink quinoa, rinsed and drained

Instructions
